Bug Description

after run unittest with tox, the directory pbr-0.5.21-py2.7.egg/ is generated and it is not in .gitignore

after `sudo pip install pbr` to install pbr into system, problem gone. i try to run tox with (.venv) activated, but pbr-0.5.21-py2.7.egg still install under root dir.
