Neutron server is missing required monkey patch

Bug Description

The legacy 'bin/quantum-server' script executes the eventlet monkey patches. However, since there is no corresponding 'bin/neutron-server', devstack will execute the entry point wrapper around 'neutron.server' which will skip the monkey patch step. As a result, when using Qpid RPC, the neutron server will be stuck within Qpid's invocation to 'select'. As a result, this prevents the Neutron server from handling the REST interface.
