The attached bug fix and the description of the bug are not the same. Is the intent to add a systemwide quota for external networks? Or does the L3 agent have difficulties when there multiple networks?

I admit I'm not very familiar with the l3-agent design, but it sounds like the underlying issue is about a single l3-agent supporting multiple routers with different external networks. With network namespaces, I see no fundamental reason this should not be allowed, as long as external_network_bridge is unset (overriding the default value of 'br-ex') and provider external networks are used. Why not just fix any issue preventing multiple external networks from being accessed by a single l3-agent?
