quantum log floods console when running unit test

Bug Description

when running quantum unit test, quantum log starts flooding the console after this unit test is run:

TestLbaasService
    test_main (quantum.tests.unit.services.agent_loadbalancer.agent.test_init.TestLbaasService)2013-03-01 07:30:22.090 60641 INFO quantum.common.config [-] Logging enabled!
