python-quantum: not region aware

Hello,

I have a multi-region openstack setup, and quantum l3-agent stacktraces when attempting to communicate with quantum-server. This appears to be because it is intialized without the region argument, resulting in more than one endpoint being returned by quantum.

quantum/agent/l3_agent.py initializes a quantum client object with auth_region = conf.auth_region. What actually needs to be passed in is a parameter named region_name. With this change, quantum l3-agent starts and runs on the quantum host. Without it, it stacktraces when it attempts to enumerate networks.

from code analysis, this is obviously a bug, but I don't have a multi-region setup for testing.

Accepted quantum into quantal-proposed. The package will build now and be available at http://launchpad.net/ubuntu/+source/quantum/2012.2.1-0ubuntu1 in a few hours, and then in the -proposed repository.
