There are some cases that L3 API with an invalid parameter returns 500.

There is same problem in the L3 API as https://bugs.launchpad.net/quantum/+bug/1062046.
For example:
* create router
  - "admin_state_up": null
* floatingip create
 - floating_network_id missing
 - "admin_state_up": null

I separeted the bug report since L3 API is extension. It is OK to merge this report to 1062046.

By testing against Gary's bug 1062046 fixings, it looks like most of the developed test cases for this bug passed without needing to touch the current L3 API source code, so will the developed test cases for this bug still be needed?

The not passing test cases is discussing in https://bugs.launchpad.net/quantum/+bug/1076179.
