Devstack - Could not satisfy constraints for 'horizon': installation from path or url cannot be constrained to a version

While Installing devstack/ocata with lbaas-dashboard getting error as below

"Could not satisfy constraints for 'horizon': installation from path or url cannot be constrained to a version"

Tried to run command separately
"sudo -H http_proxy=http://10.140.224.38:8678 https_proxy=http://10.140.224.38:8678 no_proxy=127.0.0.1,30.30.0.6 PIP_FIND_LINKS= /usr/local/bin/pip2.7 install -c /opt/stack/requirements/upper-constraints.txt --upgrade -r /opt/stack/neutron-lbaas-dashboard/test-requirements.txt
"

getting same error, seems https://bugs.launchpad.net/devstack/+bug/1540328, has same issue, where the

not helped to fix this error.
