Enabling neutron-lbaas-dashboard failed through devstack

I want to enable "neutron-lbaas-dashboard" through devstack,an error was thrown during the installing：

Once check whether you are included the below lines in your local.conf file or not.

enable_plugin neutron-lbaas-dashboard https://git.openstack.org/openstack/neutron-lbaas-dashboard
and
enable_service horizon

After including these lines to local.conf, unstack the devstack and run stack.sh again.
