Bug Description

The lbaas v2 Horizon plugin at https://github.com/openstack/neutron-lbaas-dashboard/ uses the phrase "Admin State Up" Yes/No. It seems clearer to change this terminology to "Admin State: Up (or Down)" as suggested in this code review: https://review.openstack.org/#/c/259142/6/

I will take care of this once the rest of the LBaaS V2 patches have merged that currently use this old terminology.

The repo in question indicates it is consumed by Horizon; is this really a Neutron bug, or should it be reclassified under Horizon?
