Bug Description

Due to neutron-interconnection spec evolution (Cf. https://review.openstack.org/598986) for Stein release, default policies are incorrect:

- Rules path is wrong -> API prefix has been modified to "interconnection",
- List interconnections policy is to restrictive -> User with "neutron_interconnection_peer" role need to have access to this ressource.

User with "neutron_interconnection_peer" role also need to have "advsvc" role to be able to access interconnection ressources from another tenant.
