"Rules" in "Policy detail" refers non-existing attribute "position"

"Rules" in "Policy detail" refers non-existing attribute "position" of a rule.

rule of policy in FWaaS v1 API has 'position' attribute, but there is no corresponding field in FWaaS v2 and rules of a policy is represented as an array.

The Django template needs to be updated.
