Default position of Firewall/VPN panel in the left menu is confusing

Bug Description

When the firewall panel is enabled with the default enabled file, "Firewall" appears after "Networks" and "Routers" and before "Security Groups" and "Floating IPs". It looks a bit confusing.

Numbers 1xxx are used by enabled files for horizon embedded panels and it is better to use larger numbers in horizon plugins. 1xxx (projects) and 2xxx (admin) potentially contains network related panels, so more larger numbers would be nice.

    Move Firewall panel in the left menu lower by default

    Currently Firewall panel is located before "Security Groups" and
    "Floating IPs". Considering the relationship between SG/FIP and
    Networks/Routers, the current position of "Firewall" panel is
    a bit confusing.
