Update the requirement for dependencies with python-neutronclient

Bug Description

Networking-vSphere is depended on Python-neutronclient but it is not pointed in requirement.

It should be pointed out in requirement.txt and also need to update tox.ini so, that it will be consistent and developer will not forget to update for all the stable branches.

e.g.: - deps = -egit+https://git.openstack.org/openstack/neutron#egg=neutron #for tox.ini
and # -e git+https://git.openstack.org/openstack/neutron#egg=neutron #for requirement.txt
