Bug Description

Port binding fails for few VM ports when VMs spawned with multiple NIC. Spawned 5 VMs at a time with two networks.Each VM will have two nic's.
Steps:
1.Create 2 Nws
2.Use horizon to spawn VMs.
3.Choose both the networks and add VM count as 5.
4. Verify port status.

This issue is resolved now.

I spawned 8 VMs with 2 networks, all the VMs got IP.

I used cirros image to spawn VM.
Since cirros image does not support multi nic, all VMs got active with only one nic.
