Bug Description

When the vpp agent reads the the remote-group security group keys
from etcd, the security group may have been deleted and the key is
not present. The agent needs to handle the EtcdKeyNotFound exception.

    Handle the KeyNotFound exception in vpp agent when reading secgroups

    When the vpp agent reads the the remote-group security group keys
    from etcd, the security group may have been deleted and the key is
    not present. This patch handles the EtcdKeyNotFound exception.
