I see the patch, but can you please summarise here or in the commit message what the problem is so that I don't have to analyse the logs and why your change fixes it?

I can only assume that the 'wget' in question is for devstack's new 'etcd3' service (which we don't currently use in the plugin). It seems to be succeeding right now - the smoke tests are failing, but not because of this. Closing this bug because there's just no information.

Reason: The bug in question doesn't explain very well what the problem was (links to an expired test output) and has never explained why this fixes it. From what I can tell the 'etcd wget' that failed is working in current smoke test runs, suggesting the bug has gone away.

Abandoning; please restore if the bug gets revived and this is indeed the answer.
