Bug Description

DPDK_GIT_TAG of default devstack setting is v17.11 currently. But it is old to execute networking-spp actually. Therefore it is necessary to set DPDK_GIT_TAG to v18.02 or v18.05 in the local.conf.
It is not a difficult workaround but it is a bit inconveience.
