Bug Description

It appears a number of the gate jobs for bagpipe are broken on master.
For example the failures shown on this no-op patch: https://review.opendev.org/#/c/662192/

    Switch to native openflow implementation

    Neutron removed ovs_ofctl interface to manage openflows in [1],
    so networking_bagpipe should also stop using it and switch to
    native implementation based on OSKen.

    To fix gate issues, this commit also changes old
    legacy-tempest-dsvm-networking-bgpvpn-bagpipe CI job to new
    neutron-tempest-plugin-bgpvpn-bagpipe which was introduced in [2].
