Configuration in networking-sfc

I suggest to clarify the documentation for the configuration of the networking-sfc extension.
Especially adding the sfc extension on compute nodes. In the documentation a dependency is described to the OpenvSwitch agent. But i suggest to add the "[agent]" section to the code sample. E.g.:

...
extension = sfc

    Specify sections in configuration samples

    Especially for the agent extension, as it is not in the default section

    Also update devstack restart commands as systemd is the only option now,
    and use the shorter entry_points for service plugins

This issue was fixed in the openstack/networking-sfc 6.0.0.0b1 development milestone.
