It is not possible to classify on two non-consecutive ports

Bug Description

One of our OPNFV tests requires a classification rule on source port 22 and 80. Networking-sfc allows to have several ports in one flow classifier but only if they are consecutive (port_range_min and port_range_max). It would be very useful for us if we could have the functionality to add several ports in one flow classifier, even if they are not consecutive.

I wonder, this may come as an "almost free" feature when we use the common classifier framework (classifier descriptions support this scenario I think). Though I still have to get started on the POC code to use CCF instead of current flow classifiers...
