Tempest gate broken after switch to local.conf in devstack-gate

After https://review.openstack.org/#/c/326585/ was merged, we have tempest gate failures like this:

We should update our files to only use local.conf now

    Drop localrc references

    devstack-gate supports local.conf over localrc now:
    https://review.openstack.org/#/c/326585/

    This broke our tempest check, so dropping the only element filling
    localrc file (sourcing devstackgaterc is needed all the time anyway to
    get the DEVSTACK_GATE_TEMPEST_REGEX variable)
