Bug Description

With the current SFC implementation it would be great if a new entity called "SFC Manager" can be introduced for OAM purposes. SFC manager will help in the following functionalities:

-> Monitor an existing SFC chain.
-> Help in debugging and locating faults in an existing chain.

IMO, this would be really helpful for the end user.

could you change the "SFC Manager" to "OAM Operation Manager for SFC" to avoid confusion with the "SFC Manager" terminology used in the SFC design.

Shouldnt this be something to integrate with Tacker? Doing it here might be added redundancy.
