Bug Description
plumgrid tempest plugin uses a copy of config.py from tempest project which causes conflicts with default options in tempest due to duplicate options being added by plumgrid tempest plugin. Plumgrid tempest plugin should use local config.py to extend configurations options from tempest to add plumgrid specific options

This commit cleans plumgrid tempest plugin to remove duplicate config options
to avoid conflicts with tempest default options
