Active/Standby support in physical-attachment-points API

Bug Description

Physical attachment points now support Active/Standby mode where it will randomly choose one of the upstream interfaces to use as input and output at a time. Standby interfaces will block all traffic (incoming and outgoing).
Support should be added in Physical attachment point Neutron API extensions to configure Active/Standby mode through neutron CLI

    Adding support for Active/Standby mode in PAP

    With this commit physical attachment point will
    be able to supports A/S mode for multiple interfaces.
