Tempest Test Cases for Transit Domains and PAP

The Tempest Test Cases are for Transit Domains and Physical Attachment Points.

For Transit Domain, test-cases cover various test-scenarios on following operations on Transit Domains:
- Create Transit Domain
- Update Transit Domain
- Show Transit Domain
- List Transit Domain
- Delete Transit Domain

For Physical Attachment Point, test-cases cover various test-scenarios on following operations on Physical Attachment Points:
- Create PAP
- Update PAP
- Show PAP
- List PAP
- Delete PAP

Hi all,
I am running the sandbox that I downloaded from PLUMgrid site to test ONS SDN.
I am following the HANDSON tutorial and I got an error when trying to create external connectivity to router.
The command is:
neutron physical-attachment-point-create --interface hostname=director,interface_name=eth1 pap1
It has the following output:
transit domain with id [ids] in use

Could you help me understand/troubleshoot this?
