Bug Description

in preperation for the stable ocata branch the default
ovs version should be updated to track the 2.7 branch.

    Add support for ovs 2.7

    - This change increases the default ovs version
      to 2.7.0 with dpdk 16.11
    - This change introduces a new OVS_VSWITCHD_INIT
      variable to control sequence of when the
      ovs-vswitchd is created relative to the configuration
      of bridges and interfaces.
