reno is a toolset form openstack for auto generating release notes.

almost all openstack project have adopted reno and support should be added to
networking-ovs-dpdk.

once merged new changes should include a release not generated by reno as part of a change.

I'll try to get this done within the Newton timeframe, with the intention that it should be used for Ocata and beyond.
