revert ovsdb conf location change

introduced an unintended change to the location where the ovsdb conf file is created resulting in a failure to stack on a clean install of fedroa/ubuntue where /usr/etc does not exist.

    revert ovsdb conf location change

    - this change reverts a change to ovsdb conf location
      introduced by ff03512e78ff945e2d3c67cd52069654d73217c1
      and passes the location as an argurment when starting
      the ovsdb-server process instead.
