VM can not get ip address if without any security group

VM can not get ip addresss if without any security group or security group rules.

This issue has been discussed fist by this link [0] and fixed it by related patch.

But, related patch was dropped afterwards.We can get detailed info from [1].

Actually, the problem is still here. The logical flows been metioned in [1] are just for "ls_in_port_sec_ip" stage, they would been dropped in "ls_in_acl" stage. So we need add acls in the "ls_in_acl" stage to let VM get ip address.
