Rally trunk tests failing in OVN repo

While trying to update the rally jobs in the ovn repo to match neutron, the trunk tests are failing, looks like they are timing out.

I created a test patch to debug further, https://review.opendev.org/#/c/666587/

The initial run showed a failure going through the OVN callback during create_trunk():

  ObjectNotFound: Object Trunk(id=2ce13b88-d463-4f91-8b49-2f5431065430) not found.

That seems to imply the trunk doesn't exist in the neutron DB, but it should have based on the code.
