Bug Description
Running functional tests fails even after running configure_
CentOS Linux release 7.6.1810 (Core)
How to reproduce:
1. Have a clean CentOS box
2. install git
3. clone networking-ovn
4. clone devstack
5. run configure_
6. install tox
7. run "tox -edsvm-functional"
