Bug Description
Networking-ovn should add a row in Logical_
Without this, the N/S routing will not work if the VM wants to send a N/S packet with the ipv6 destination ip other than the IPv6 public subnet

Add IPv6 default route to OVN Logical Router
Prior to this patch, only IPv4 subnets were accounted to install
static routes on Logical Routers when setting a external gateway.
This is a problem if the public network has an IPv6 subnet as
instances won't get a default route.
