Adding new mac to "addresses" of the OVN lport

Bug Description

When adding mac of allowed address pair to "addresses" of the OVN lport, networking-ovn should check if the network of allowed address pair is as same as the lport. If the network of allowed address pair is different from the lport, the new added mac is redundant.

Hi Qianyu, could you clarify what does "network" mean here? In allowed address pair there is only IP and MAC, so I think you mean subnet? If you mean subnet, then I think this is not a problem, because OVN/Neutron is L2 based. There is no requirement that a lport has to use IP from any specific subnet.
