Trunk plugin cannot be loaded

I follow the next instructions to create an OVN-based devstack deployment:

To enable trunk ports functionality the next is included at neutron.conf:
    service_plugins = networking_ovn.l3.l3_ovn.OVNL3RouterPlugin,trunk

Then when restarting the q-svc screen process, an InfompatibleTrunkPluginConfiguration exception is raised:
