Redundant provisioning blocks are left after neutron-server restarting

Bug Description

After neutron-server restarting, provisioning blocks of router-port are left in neutron DB. But when a new router-port was created, there is no provisioning block.
This is because of diff logic between creating new port and lsp creating up event.

I have found a neutron provisioning block bug, I will postpone solving this problem and see how neutron suggests solving that problem
