Bug Description

All devstack based gate jobs for networking-ovn are broken due to this change: https://review.openstack.org/394684

devstackgaterc is not getting sourced now. In the log we see:

    WARNING: DEVSTACK_GATE_SETTINGS file does not exist: '/opt/stack/new/networking-ovn/devstack/devstackgaterc master'

and after that file check, it doesn't source the file.
