Bug Description

If during updating extra attirbutes, such as description, the floating IP will be dissociated from ovn dbs, which is unnecessary and causing connection lose.

    Prevent unnecessary floating IP dissociate during updating extra attributes

    If try to update extra attributes, such as description, the floating
    IP nat rules will be removed from OVN DBs once, which is unnecessary
    and causing connection lose.

    This patch will make the floating IP association status check more
    specific.
