This is dependent on https://review.openstack.org/#/c/346646/

Add unit tests for the following:
- AddNATRuleInLRouterCommand
- DeleteNATRuleInLRouterCommand
- AddNatIpToLRPortPeerOptionsCommand
- DeleteNatIpFromLRPortPeerOptionsCommand
