testing.rst misses a step for adding security rule

After setting up devstack with ovn, the document stated that one can start ssh to a vm just created, without adding a security rule, this can not be done since the security rule will prevent a user from accessing the VMs.

all we have to do is to add the following line in the doc, so that users will be able to ssh to the VMs to verify things are working.

nova secgroup-add-rule default tcp 22 22 0.0.0.0/0

    fix the doc error

    The document still uses a removed command and also miss a step for setting up
    a security rule. This patch set will fix these problems.
