cross-tenant traffic security group test disabled

I need to temporarily disable a cross-tenant traffic security group test. Something is broken, but I'd rather debug it in a bit once we switch over to OVN's built-in routing.

the test is still valid, but i'm not sure if it needs to be.

I would try running the test locally several times. You could also just put up a WIP patch removing it from the tempest regex and see what happens.

    Run cross-tenant traffic tempest test

    This test was probably fixed by changing the "remote_group_id" support
    to use IP addresses instead of port names in OVN ACLs. It passes now,
    so re-enable it.
