This seems to be causing the tempest tests to fail because a vm cannot be made active.

The issue has been known for a while as it hits people testing on Ubuntu with devstack. It didn't affect the gate jobs until we started trying to run tempest. So, it makes sense to automate disabling it in the devstack plugin.
