Gate is failing due to change in networking-odl

There is change in neutron-networking-odl side https://review.openstack.org/#/c/556303/9/.zuul.d/project.yaml Seems that causes the gate failure in kolla. If any changes would be require at kolla to install such kind of below dependency, so have to check.

Even im getting the same error when tried installing on Ubuntu:
I have Openstack-ansible(pike) AIO on Ubuntu 16.04.

    This reverts commit I57594742e0842c0e701b9974046d9d1704446f4b

    Add ceilometer package into neutron-server-opendaylight container, then
    it chould be found by pip.
