Logging is not initialized while setting host config parameter

While setting host configuration for the ovs then LOG statements are used but they are not being initialized therefore logs does not appear anywhere, for better debugging purpose they must be enabled.

    Initializing logging for set ovs hostconfig command

    networking_odl/cmd/set_ovs_hostconfigs.py script does not generate
    logs in file or on console. These logs can be helpful for debugging
    purpose. This patch enable creation of log file for this script.
