Host config parameters should be cleaned up with devstack

Bug Description

Host config parameter should be removed, while cleaning devstack, as they are being setup during installation. So next time, we want to do something, those parameters can create problem.
or
they must be cleaned before setting up during installation.

But removing them at cleanup makes more sense, if we create something then it should be cleaned up.
