Bug Description
neutron stadium: migrate CI from old netvirt to new netvirt
Now openstack CI is done with ODL legacy netvirt.
Since legacy netvirt will be deprecated and the focus is now new netvirt.
So openstack CI should run with new netvirt.
The combination of openstack CI should be
- beryllium: old netvirt(no new netvirt)
- boron: new netvirt
- carbon: new netvirt
