With devstack, dhcp agent sets ovsdb to use tcp 6640 and odl server uses tcp 6640

    avoid ovsdb port conflict

    If dhcp agent and opendaylight server run in same machine,
    6640 port conflicts by default.
    Add ODL_OVSDB_ALTPORT variable to allow dhcp agent/ovsdb-server
    to use different port.
