Bug Description
With v2 driver + tempest, the following deadlock error happens.
I only observes deadlock error with subnet operation.
I guess that it's because create_subnet touches various resources like ip address, port etc.
In deadlock, the db transaction should be retried at top level. i.e. neutron api layer.
