devstack update for vpnservice update for netvirt

update devstack to support netvirt with vpnservice

Rcently odl netvirt is adopting odl vpnservice codebase.
the future direction is to switch codebase from the exisint netvirt one to vpnservice one.
So networking-odl should test it proactively. it requires devstack update.
- update devstack to support netvirt with vpnservice with documenatation
- add CI for networking-odl

    devstack: support bridge configuration, for vpnservice-openstack

    Allow configuration of bridges through devstack by configuring
    ODL_CONFIG_BRIDGES=True

    This complements loading ODL in an 'externalodl' mode, with the
    feature odl-netvirt-vpnservice-openstack installed.

    Alternatively, this allows installing ODL in odl-server mode,
    by configuring ODL_NETVIRT_KARAF_FEATURE and ODL_BOOT_WAIT_URL,
    in addition to ODL_CONFIG_BRIDGES -- please see README.rst
