Bug Description
We need a framework to be able to run journal maintenance tasks such as:
* Full Sync
* Partial Sync
* Stale Lock Cleanup (journal, maintenance)
* Journal Cleanup
This thread should use a distributed lock (DB locking can be fine) so that it behaves well in an HA environment.

Preliminary patch with thread for maintenance tasks.
Next patches will add usage for it.
