Improve validation in the V2 mechanism driver

The current validation code in the V2 driver only does minimal dependency checking, it does no validation checks for delete operations and it doesn't perform any validation checks for update operations that have the same uuid create dependency.

The validation code in the V2 driver needs to be fleshed out a bit to include child dependency checking for delete operations and create checks before executing an update operation. Improved validation should fix a lot of out of issues regarding out of order events being sent to the controller.
